De Amerikaanse succesfilm "Romancing the Stone" uit 1984, met Michael Douglas, Kathleen Turner en Danny DeVito in de hoofdrollen, kreeg een jaar later een vervolg in de naam van "The Jewel of the Nile". Die film, met dezelfde acteurs als in "Romancing the Stone", werd eveneens een hit. Billy Ocean, die op 21 januari 1950 werd geboren als Leslie Sebastian Charles, was de uitverkorene om de soundtrack van de film in te zingen. Het werd "When the Going Gets Tough, the Tough Get Going" en het was een wereldhit in 1986. Nederland niet uitgezonderd.

De op Trinidad geboren Billy Ocean verhuisde op achtjarige leeftijd met zijn gezin naar Engeland. Muziek kreeg hij met de paplepel ingegoten, want zijn vader was muzikant en Billy Ocean wilde graag de muzikale bloedbaan voortzetten. In zijn tienerjaren was hij regelmatig te horen in Londense clubs. Het grote publiek maakte in 1976 kennis met Billy Ocean, toen "Love Really Hurts Without You" een grote hit werd in Engeland en een respectabele elfde plaats haalde in Nederland. Het duurde tot 1985 voordat de top 10 ook in Nederland werd bereikt. Dat gebeurde met "Loverboy". Een jaar later zou Billy Ocean de grootste hit uit zijn carrière scoren.

"When the Going Gets Tough, the Tough Get Going"
Dat deed hij met een Amerikaanse uitdrukking. When the going gets tough, the tough get going betekent grof gezegd: Wanneer het werk zwaar wordt, gaan de sterke mensen werken. De uitdrukking werd opgedragen aan Joseph P. Kennedy (1888-1969), de vader van John F. Kennedy. Ook aan de Noorse American footballspeler en later -coach Knute werd de uitspraak opgedragen. "When the Going Gets Tough, the Tough Get Going" schreef Billy Ocean in samenwerking met Robert John "Mutt" Lange en het productieduo Barry Eastmond en Wayne Braithwaite. Mutt kan met recht een veteraan worden genoemd, want hij had in een eerder stadium ook zijn steentje bijgedragen aan klassiekers als "Highway to Hell" van AC/DC, "Waiting for a Girl Like You" van Foreigner en "Drive" van The Cars. Later werd hij mede verantwoordelijk voor het volledige repertoire van Bryan Adams in de jaren '90. Ook hits als "All I Wanna Do Is Make Love to You" van Heart (1990) en "That Don't Impress Me Much" van Shania Twain (1999) heeft hij geschreven. Eastmond en Braithwaite waren na deze plaat op slechts één hit vermeld en dat was "There'll Be Sad Songs (to Make You Cry)", Billy Oceans opvolger van "When the Going Gets Tough, the Tough Get Going".

"When the Going Gets Tough, the Tough Get Going" werd in meerdere landen een nummer 1-hit, waaronder in Engeland en in Nederland. In de Verenigde Staten haalde de plaat, waarvan de titel negen woorden heeft, niet de eerste plek. Dat in tegenstelling tot "Carribean Queen (No More Love on the Run)", "There'll Be Sad Songs (to Make You Cry)" en "Get Outta My Dreams, Get Into My Car", die allemaal acht woorden bevatten. In Nederland steeg de plaat op 15 februari 1986 naar nummer 1:

"When the Going Gets Tough, the Tough Get Going" was de grootste hit van Billy Ocean. Na deze plaat werd "There'll Be Sad Songs (to Make You Cry)" nog een redelijk grote hit (#8 in Nederland. #1 in de VS). De laatste hit van Billy Ocean stamt uit 1988. Toen werd "Get Outta My Dreams, Get Into My Car" de tweede nummer 1-hit van Billy Ocean in Nederland. In de Verenigde Staten werd die notering ook bereikt, in Engeland piekte de plaat twee plaatsen lager.
